To each of our client projects, the IPKeys Technologies Executive Management Team and Board of Managers bring a wealth of expertise and experience to all of our core IT competencies. The majority of our leadership team have prior military careers or have worked within the Department of Defense space and thus have a keen understanding of the processes and needs of government military agencies. Our leadership and their expertise serve as the bedrock of our ability to deliver what we promise and successfully support our customers across all markets.

Executive Management Team and Board of Managers

Robert M. Nawy

Chief Executive Officer

From the company’s inception in 2005, Robert Nawy served in the roles of Managing Director and CFO. He assumed the role of Chief Executive Officer in April 2017. Robert currently serves on the Board of Directors of the Open Automated Demand Response (OpenADR) Alliance and is an active member of the Advanced Energy Management Alliance (AEMA). With an MBA, CPA, and Civil Engineering credentials from Rutgers University, Robert oversees all strategic, tactical, and operational functions of IPKeys. His expertise includes raising capital, mergers and acquisitions, strategic partnership and solutions implementation, and delivery of evolving IP technologies in the commercial sector.


Mark A. Pappas

President

Mark Pappas brings to IPKeys over 30 years of progressive executive management and technical experience in the Department of Defense Federal, State, and Local Governments markets. With a focus in the Information Technology (IT) and Cyber security sectors, Mark has a substantial record of success winning and managing multi-million dollar programs. A co-founder of IPKeys, he specializes in team building and relationship management as well as business development groups and executive management teams. A graduate from Virginia Military Institute and a former Army R&D Officer, Mark oversees the Cybersecurity, Systems Engineering, Program Acquisition and Management teams, as well as the Gaming Solutions and Simulation Divisions of IPKeys.


Jeff Bochonok

Chief Operations Officer of Federal Services

Jeff Bochonok comes to IPKeys with over 20 years of progressive executive management experience in the Department of Defense. Mr. Bochonok retired from the Army as a Lieutenant Colonel with his last position at the Defense Information Systems Agency (DISA) as the Deputy Project Manager for the Global Combat Support System, an ACAT 1A program. Jeff brings a consistent record of success in managing numerous multi-million dollar programs. He holds a Level 3 DoD Acquisition Certification in program management and information technology and holds a BS in Engineering, MS in Information Technology, and an MBA. Jeff leads the Integration and Engineering Solutions group of IPKeys and is located in Northern Virginia.


Art Clomera

Chief Technology Officer of Federal Services

Art Clomera joined IPKeys with over 20 years of progressive technical leadership in the Department of Defense. Art was most recently vice president for cyber and software programs. He has held a variety of positions in engineering, program management, and software development. He retired from the Army as a Software Acquisition officer supporting the Defense Information Systems Agency (DISA). Art earned his BS in computer engineering from the University of California, Davis and MS in software engineering from the Naval Postgraduate School, Monterey CA. He also holds a Level 3 DoD Acquisition Certification in Information Resource Management.


Dan Havens

Vice President of Technology

Dan Havens has been with IPKeys since 2008 and has served as VP of Technology since 2011. His responsibilities include identification and implementation of corporate technical direction for many of the products and services offerings of IPKeys. Dan is also responsible for overall leadership of the San Diego, CA operations and the Municipal and Smart Grid services sectors of the company. His management experience includes assignments at the corporate level for Comstream, MC Info, and IPKeys. Dan’s technical background includes expertise in optical, satellite, VoIP, MPLS, SONET, metro, mesh, wireless and LAN/WAN technologies with Cisco, Motorola, Tropos, Juniper, and many other leading networking/communications technology vendors. Dan holds a BS in Computer Science from the University of Washington.


Michael Hoover

Vice President of Municipal Technology Services

Michael Hoover brings over 30 years of experience in leadership and management within the wireless networking industry to IPKeys. Michael is responsible for growing our presence in the Municipal, Public Safety and Long Term Evolution services markets. He is charged with identifying avenues for growth, adjacent market expansion, and defining, packaging and positioning offerings. Michael earned a Bachelor’s degree in business from Olivet College in Michigan, and an MBA from the University of Phoenix, Chicago.


Robert R. Horback

Senior Vice President

Robert Horback manages IPKeys’ Enterprise IT Infrastructure business portfolio with responsibility for client satisfaction, operational efficiency, overall sales, and profitable revenue growth. Bob retired from the U.S. Army in 2004 with over 28 years of active military service. During his military career, he commanded division, corps, and theater level signal units in Texas, Central America, Europe, and the Balkans. Upon his military retirement, Bob joined the TASC division of Northrop Grumman Corporation as Director for Strategy and Business Development. After a succession of transitional assignments, and following Northrop Grumman’s divestiture of TASC in 2009, he was promoted to VP with P&L responsibility for TASC’s Geospatial Intelligence Operating Unit. In 2013, he joined URS as VP of their Defense IT Business Unit. Bob is a lifetime member of IEEE, AFCEA, and AUSA. He is a former Army Fellow at the University of Texas Institute for Advanced Technology and is a graduate of the U.S. Army War College. Bob holds a BS degree in Applied Science and Engineering from the U.S. Military Academy and a MS degree in Electrical Engineering from the Naval Postgraduate School.


Kirk Hymes

Vice President of Navy and Marine Corps Programs

Kirk Hymes joined IPKeys in 2009 and has over 34 years of executive leadership and acquisition experience with the Department of Defense. Kirk retired from the United States Marine Corps as a Colonel after holding the position of Director for the Joint Non-Lethal Weapons Directorate. He is a combat veteran as a battalion commander, an acquisition professional in Program Management and Test and Evaluation, and has extensive experience with requirements development.Kirk earned a BS from the United States Naval Academy and an MS in National Resource Strategy.


R. Shawn Elliot

Vice President of Federal Solutions

Shawn Elliot started with IPKeys in 2010 bringing with him nearly 25 years of leadership and operational experience. A former Army Combat Engineer, Shawn has worked in both the Commercial and Federal markets with broad experience in software development, systems engineering, networking, and systems acquisition. He garnered a commercial perspective while working at International Network Services and PricewaterhouseCoopers prior to transitioning to the Department of Defense market supporting Service and Joint-Level programs. Shawn earned a BS in Aerospace Engineering from the United States Military Academy, West Point. Shawn leads Federal Sector Business Development for IPKeys.


Royce J. Kincaid

Vice President of Business Development

Royce J. Kincaid has over 30 years of experience in the successful capture and pursuit of large government and commercial telecommunications and IT opportunities. He is currently responsible for leading major capture pursuits for DISA which includes the Systems Engineering Technology and Innovation (SETI) IIDIQ as well as the pursuit of the re-compete of the GSM-ETI task orders. Royce also leads IPKeys’ capture of the multi-billion dollar Defense Enterprise Office System (DEOS) and has extensive experience working with the Intelligence community, the Federal Bureau of Investigation (FBI), the Department of Homeland Security (DHS), and State and Local Public Safety agencies. Career highlights include the successful capture of the $1B+ New York City Wireless Network for Northrop Grumman; the successful design, development, implementation, operations and maintenance of XM Satellite Radio’s multi-billion dollar terrestrial repeater network; and, the successful capture of a large fiber optic network (classified) for the Intelligence community in the Washington, DC metropolitan area. He received a BS degree in General Engineering from the U.S. Military Academy, West Point and an MBA in Finance from the University of Notre Dame.


Duane Farmer

Vice President of Finance

Duane Farmer brings over 25 years of experience in progressive senior management for Federal, State and Local government market sectors as well as commercial markets. He has a proven track record of providing organizational leadership in the development and execution of financial strategies for the sustainment and growth of P&L and the capitalization position of small to middle market organizations. Duane served as Director of Finance for Special Operations Technology Inc., a DOD intelligence sector service provider, Senior Consultant for NeoSystems an accounting systems (ASP) and consulting services firm primarily serving the Government contracting sector. Duane is a CPA and a graduate of Morgan State University.

Lanfen C. Nawy

Managing Principal

Lanfen “Lan” ​Nawy founded IPKeys in 2005 with the philosophy of creating lasting value for clients with a corporate culture that aligns results with employee ownership. She served as Chief Executive Officer for 12 years during which she directed corporate development, financial, and administrative functions. Lan earned her MBA and CPA from Rutgers University. Her prior professional background included public accounting experience with Watkins, Meegan and Drury, one of the largest CPA firms in the Washington DC area.
