Notable NetCom Engagements
Air Force Global Strike Command ELMR WAN
IPKeys was asked to provide engineering services for the implementation of the WAN backbone required for the Enterprise Land Mobile Radio (ELMR) system being deployed at five Air Force Global Strike Command bases around the country and a master site. The WAN components include a fiber distribution system and microwave site subsystems. IPKeys services include site surveys, staging support, configuration services, deployment, acceptance testing, customer training and system documentation.
US Air Force Reserve Command LMR & Ethernet
IPKeys provided radio network backhaul design, engineering, integration and optimization for migration from TDM T-1 connectivity to Ethernet IP MPLS. This included Network Routing components at Dobbins Air Reserve Base in Georgia and nine other bases across the country.

Clark Regional Emergency Services Agency (CRESA) LMR and Ethernet
IPKeys provided engineering, installation, integration, optimization, and acceptance testing on an MPLS network using Ethernet routers over microwave. The network supports a master site and 16 sites.
IPKeys provided design, engineering, and implementation services in Vancouver, B.C. Canada for E-Comm911. This is a multi-agency P25 Network in 57 sites covering 13,000 square miles for 33 local police and fire departments as well as the Royal Canadian Mounted Police throughout British Columbia. Services from IPKeys included Ethernet MPLS layer-3 backhaul network design,engineering, staging, integration, and acceptance testing.
Las Vegas Metro Police Department LMR and Ethernet
IPKeys provided system engineering and troubleshooting services to resolve ongoing backhaul issues between the microwave and the network switches. We identified and solved all issues in time for the system to proceed with its cut-over timeline.
Los Angeles Regional Interoperable Communications System (LA-RICS)
In their response to the LA-RICS LTE RFP, Motorola included IPKeys as a named team member. Motorola requested that IPKeys provide network engineering services consisting in design and implementation of an Multiprotocol Label Switching (MPLS) overlay for the LA-RICS LTE Backhaul Transport Network. IPKeys also provides a system design and services for Regional Enterprise Network (REN) concept to provide an integrated connection gateway and a secure cloud computing platform for hosting applications and services for member agencies.
Los Angeles County Metro Transportation Authority ATMS
The IPKeys team was selected by Motorola Solutions to provide design and installation of the networking components for the new Advanced Transportation Management System (ATMS) of the Los Angeles County Metropolitan Transportation Authority (LACMTA). Motorola Solutions provided an integrated wireless communications system that provides real-time information to the LACMTA dispatchers and system planners. IPKeys provided engineering services for wired and wireless network design and security, implementation and design and implementation of the network management system. IPKeys also assisted Motorola Solutions and LACMTA with a subsequent technology refresh and upgrade.
Los Angeles Police Department VRS
IPKeys supported Motorola Solutions in designing, implementing, fine-tuning a Customer Network Interface (CNI) to provide secure backend communications between the main data center and the redundant Los Angeles Police Department (LAPD) police 911 dispatch centers located around the city of Los Angeles. The solution design makes use of multiple fully redundant DMZ areas facing various secure segments such as the main Radio system, each local dispatch center, the customer enterprise network and the main data center. A dedicated network management system was devised to manage the CNI areas for further security on each DMZ. IPKeys subject matter experts worked together with Motorola Solutions and City engineers in achieving this challenge for securing voice and data traffic while preserving latency and bandwidth that delivers clean and crisp audio communications. Los Angeles Police Department In-Car Video
Motorola Solutions requested IPKeys provide professional services for the design, staging, integration, testing and implementation of the final in-car-video solution and a maintenance plan as a member of Motorola’s project team. IPKeys also provided purchasing support options for network hardware and necessary installation accessories for the wireless and back-end network solution.
LAPD Housing Authority of the County of Los Angeles Video Surveillance System
Motorola Solutions asked IPKeys to provide network engineering support for the LAPD Housing Authority of the County of Los Angeles (HACLA) video surveillance system, specifically IP address and routing plans, network design and implementation, and the Customer Network Interface (CNI) for 18 locations including Los Angeles City Hall, multiple police stations, and housing developments throughout the city of Los Angeles.

Los Angeles World Airports ASTRO System
Motorola Solutions was experiencing difficulties completing project acceptance due to failure of Backhaul testing over the Los Angeles World Airports network to reach the link quality measurements required under the standard Motorola Solutions methodology. IPKeys was asked to assist with the troubleshooting of this problem and verify that the customer network was in fact providing the bandwidth, latency and jitter numbers required for the ASTRO system. IPKeys was able to recommend the necessary adjustments and remediation for the link in question to provide the desired metrics and ultimately achieve a passing grade under Motorola’s testing methodology.
Pierce County Transit Authority CAD and AVL Systems
The IPKeys Team was selected to design and install the networking components of the OrbCAD XP Computer Aided Dispatch (CAD) and Automatic Vehicle Location (AVL) system for the Pierce County Transit Authority in Tacoma, Washington. Supporting the 391-vehicle fleet of local, paratransit and demand responsive bus services.
IPKeys provided network design, implementation and integration as well as the network management system. The dispatch center employs a unique integrated console solution that requires communications to two disparate secure server farms, DMZ areas and a carefully crafted security policy system was devised to solve this particular problem; IPKeys designed and implemented this integrated solution of MCC7500 console and CAD software client, with the required underlying networking setup. IPKeys also provided security and network support services when Pierce integrated NICE IP Loggers and clients throughout their network.
City of Portland LMR and Ethernet
IPKeys delivered the MPLS backhaul design, staging, configuration, optimization, acceptance testing, system documentation, and PM. The system is a P25 LMR system with 15 RF sites, and four dispatch centers.
Prince George’s County, Maryland
IPKeys designed, engineered, implemented and optimized an Ethernet MPLS transport network for Prince George’s County. Design goals were to provide a robust MPLS-based backhaul for both the Computer-aided Dispatch system and the Next-Generation 911 call handling system that is a scalable model on which to base future growth. The design called for dedicated bandwidth for each application. IPKeys worked with Motorola on the design and installation, providing system integration and optimization onsite and remote support during the final system testing and operational cut-over. The Ethernet is solution capable of fast convergence, high availability, expandability, and excellent QoS.
Puget Sound Emergency Radio Network (PSERN) LMR and Ethernet
IPKeys provided overall design MPLS IP plans across P25 LMR system with 72 RF sites with 19 Dispatch Centers including Label Switched Path (LSP) plans for Nokia routing which transport IP traffic across a microwave network from Aviat.
San Diego Gas & Electric Sunrise Powerlink Network Performance Testing and Optimization
Motorola Solutions deployed additional Radio sites using networking technologies (in place of plain voice T1’s) to remote locations throughout the vast San Diego Gas & Electric (SDG&E) territory encompassing Imperial and Range counties. IPKeys was asked to provide performance assessment and system optimization services for this particular application as it traverses the end user’s network and infrastructure, discovering where the network issues were and proposing all solution options and assisting through to resolution. IPKeys optimized the system and delivered and repeatable testing methodology for all new deployments.
San Diego Metropolitan Transportation System CAD/AVL
The IPKeys team was chosen to design and install the networking components for the new Regional Transit Management System (RTMS) of the San Diego Metropolitan Transit Development Board (MTDB). The RTMS brings together two of San Diego’s leading public transit agencies, San Diego Transit Corporation and North County Transit District. Together, the two agencies operate a fleet of 515 public buses and other transit and service vehicles.
IPKeys provided network engineering services to design, implement, and integrate to the end user’s network at multiple locations including the back-end network system and CNI points throughout San Diego county. IPKeys provided staging facilities and services for the Computer Aided Dispatch /Automated Vehicle Location (CAD/AVL) system solution and designed and implemented the network management system.

San Francisco Police Department High Performance Data System Troubleshoot
The San Francisco Police Department (SFPD) was experiencing intermittent connectivity issues with Motorola’s High Performance Data System (HPD). Specifically, issues from the Police and Fire mobile data terminals in the field to the City’s Computer Aided Dispatch (CAD) and Radio IP systems. The City has experienced several outages of the HPD system. The customer was using Radio IP and a Tiburon CAD system, a Juniper firewall, ASTRO 7.7, Motorola Solutions radios and high performance base station equipment.
IPKeys Technologies provided system troubleshooting network, firewall, and communications infrastructure review, optimization, and performance recommendations and remediation. Deliverables included written recommendations and a remediation report to be implemented by Motorola.
Spokane Regional Emergency Communications Systems
The Spokane Regional Emergency Communications Systems (SRECS) ASTRO system was experiencing ongoing backhaul issues with communications between the remote sites and the master sites and to the DSR location. IPKeys was asked to review the backhaul transport configuration and were able to re-configure the necessary portions using MPLS protocols to enable all sites to reliably communicate to both the Master and DSR sites. IPKeys also provided engineering services for restoring the NMS into operation and updated it to monitor all backhaul routers in operation. IPKeys provided Motorola Solutions and Customer representatives with network training on the backhaul transport configuration and the NMS applications. IPKeys also provided network engineering design and configuration to enable Fast Reroute capabilities on top of the MPLS solution for fast site recovery and eliminate site trunking issues observed under the original deployment. This was completed without any additional equipment or software and with minimal disruption to the system.
Tennessee State Highway Patrol
Motorola Solutions engaged IPKeys to design an MPLS network capable of featuring fast convergence, high availability, expandability and Quality of Service (QoS) for the state-wide ASTRO P25 system. Design goals were to provide a template for future MPLS-based ASTRO systems and create a sustainable model on which to base future growth. IPKeys provided design and configuration for network routers, test the system and participate in the onsite staging and deployment of the Tennessee State Highway Patrol solution. Additionally, IPKeys configured the Network Management System for the backhaul transport components.
